Strong west to northwest winds gusting up to 45 to 55 mph may lead to significant blowing snow in open and rural areas, and to sudden reductions in visibility. * WHERE...In Illinois, Carroll County. In Iowa, Cedar, Clinton, Iowa, and Johnson Counties. * WHEN...From 3 PM this afternoon to 9 AM CST Monday. * IMPACTS...Roads, and especially bridges and overpasses, will likely become slick and hazardous.
