At 11:45 on September 2, 2026, Hangzhou Meteorological Observatory upgraded the blue warning signal of rainstorm in the main urban area to the yellow warning signal of rainstorm: affected by the easterly airflow, it is expected that there will be a short-term rainstorm in some streets in Binjiang District, the central and southern parts of West Lake District, West Lake Scenic Area, and the southern part of Shangcheng District before midnight today. Please pay attention to preventing secondary disasters such as urban waterlogging and small watershed flash floods caused by short-term heavy rainfall, as well as adverse effects on transportation and travel.

2. The traffic management department shall adopt traffic control measures on heavy rainfall road sections according to road conditions, and implement traffic guidance on road sections with stagnant water;

3. Cut off dangerous outdoor power supplies in low-lying areas, suspend outdoor operations in open areas, and transfer people in dangerous areas and residents of dangerous houses to safe places to avoid rain;
