At 17:00 on August 13, 2025, the Changtai District Meteorological Observatory in Zhangzhou City upgraded the typhoon blue warning signal to a typhoon yellow warning signal: Typhoon Yangliu, the 11th typhoon of this year, was located on the eastern coast of the Taiwan Strait (23.1 degrees north latitude, 119.9 degrees east longitude) at 16:00 on August 13, with a maximum wind speed of 13 levels (38 meters per second, typhoon level) near the center. It is expected that Yangliu will move towards the northwest at a speed of about 30 kilometers per hour, gradually weakening in intensity. Affected by it, it is expected that within the next 24 hours, gusts of 8-10 levels will occur on land in towns such as Wu an Town, Yanxi Town, Fangyang Town, Chenxiang Town, and Banli Township in our district. Guidelines

1. The government and relevant departments shall make emergency preparations for typhoon prevention in accordance with their duties;

2. Stop large-scale indoor and outdoor gatherings and high-altitude outdoor dangerous operations;

3. Water operations in relevant waters and passing ships take active countermeasures to reinforce port facilities to prevent ships from anchoring, grounding and collision;

4. Reinforce or dismantle structures that are easy to be blown by the wind, and personnel should not go out at will, to ensure that the elderly and children stay in the safest place in the home, and those in dangerous houses should be transferred in time.
