大宁县应急管理局、大宁县水利局与大宁县气象局2026年8月27日19时16分联合发布山洪灾害气象风险预警：预计2026年8月27日20时至8月28日20时，受强降水影响，太德乡、三多乡、昕水镇、曲峨镇、太古镇发生山洪灾害气象风险等级为I级（红色）。防御指南: （一）政府部门方面: 1各级人民政府、有关部门和单位按照职责及时做好城乡及山区暴雨及其次生灾害的应急防御和抢险准备工作;面向社会滚动发布暴雨风险和安全风险等信息。 2预警区域的乡镇、村，要密切关注天气预报、雨水情监测预警情况，加强山洪灾害预警区域的河道、沟道巡查值守。适时启动预案，及时、果断转移受威胁群众，强化转移路线与安置区安全监管。 3水利部门安排部署水库、淤地坝的防汛工作，通知涉河在建工程工地营地撤离人员和机械。 4预警区域有关乡镇政府和部门按照包保责任，组织有关人员赴强降雨乡(镇)村,督促指导工作。 5水利部门提醒相关部门按照职责针对涉河涉沟景区、网红打卡地等采取关闭、拉警戒线、专人值守等安全管控措施。 6公安交管部门应实施高级别交通管制;相关部门做好防暴雨工作,确保深积水路面、地面塌陷、洪水冲毁、高压线塔倒塌、电杆倒折、高压线垂地等危险区域有明确标识,严禁车辆及行人进入。 7政府和相关部门要针对短时强降水引发的暴雨洪涝威胁的危险地带，采取停止集会、停课、停业及其他专门措施保护在校学生、幼儿和上班人员的安全。（二）群众方面： 1公众避免外出,如需出行应搭乘公共交通工具;山区人员要防范山洪,避免渡河,避免沿河床行走,注意山体滑坡、崩塌、滚石、泥石流;如发现高压线铁塔倾倒、电线低垂或断折，要远离避险,不可触摸或接近。 2停止集会,停课,停业(除特殊行业外)。 3驾驶人员应听从民警指挥,切勿涉入不明积水路段;汽车如陷入深积水区,应迅速下车转移。 4停止野外施工作业,选择在安全地带避险;各类矿山企业密切注意雨情,严防因暴雨引发的地表水体溃入井下;公众避免外出;如在野外,可选地势较高的民居暂避,避免在山梁或山顶上行走,避免沿山谷低洼处行走,提防山洪、崩塌、滑坡、泥石流。 5居住在病险水库下游、山体易滑坡地带、泥石流多发区、低洼地区、有结构安全隐患房屋等危险区域人群应迅速转移到安全地点。
